Anglican Schools QLD - Pay Scale & Progression

I have a question with regards to the progression through the different steps within a pay level.

I am currently at step one within the pay level and was wondering how the progression through these steps works.

What makes you eligible to move up the steps within a pay level?
Do you need to formally apply to obtain this progression?

I'm not sure about Anglican but if it is the same as Catholic it comes down to time in the job. You have to work the equivalent of one year full time, which is 1976 hours, to move up a step. Levels depend on the job you do and if you feel it is wrong you can apply for reclassification but steps within a level are down to time worked only.
