Does your state have any regulations regarding Animal use, especially by students. Hoax or not this would need to discussed before undertaken.

Feather colour is determined genetically and it is highly improbable that it could be altered simply by injecting a coloured substance into a fertilised egg. I think this is definitely a hoax!!
