I think a little common-sense is necessary. The inherent dangers of a large amount of dry ice is vastly different to 1kg in an esky. I can't see anything there that says the old labels should be covered. My experience with the original labelling following the CSIS was that incorrect labels were affixed to bottles, probably all in good faith by inexperienced people. We don't use Risk Assess.

I also have made my own templates that are the size of a J8165 Avery label. I make sure if possible that the new label does not occlude the old label with the chemicals name on it so the person using the chemical can be sure that the new label is correct just with the updated information.
